Etymology: Eviota: No etymology given, suggested by Christopher Scharpt: from Latin 'eu' for 'true' and 'iota' for anything very small, in combination 'truly very small' referring to it as being the smallest vertebrate at the time it has benn described by Jenkins (thus, making the suggestion by Scharpt plausible; flebilis: Name from Latin 'flebilis' meaning tearful, referring to the distinctive tear-like red line under the eye; noun in apposition.

This species is distinguished by the following set of characters: cephalic sensory-pore system pattern 2 (lacking only IT pore); dorsal/anal fin-ray formula 8/7; unbranched pectoral-fin rays; fifth pelvic-fin ray 9.7-12.9% of 4th; caudal-fin base with a narrow dark bar; a red line reaching down from under eye to jaws; presence of 5 postanal ventral-midline spots
associated with subcutaneous bars; absence of black crescent-shaped marks underneath pectoral fin (Ref. 95167).
